although I am sure someone would complain that a Dwarf player can generate 3 DD and still have 2 destroy spell runes.

I bloody will, and the fact they are allowed any models at all in the army...... :))

If I take a dwarf runelord on an anvil and 2 dispel scrolls can I choose to only have +2 DD or must I take the +3dd and only take 1 scroll?

If you take the Runelord on Anvil then you will can still take 2 runes to auto stop a spell, its only if you generate 4 dice that you can only take 1 rune to auto stop a spell.

However, if you take models that generate dispel dice then you have to use them, you cannot choose to not generate them to try and get more runes of spellbreaking in.

This comp is a fair bit softer on Lizards than OG comp (at least from my limited perspective).

I personally like that Focused Rumination is constrained rather than just blanket banned - I think that if you ban FR then the remaining disciplines are in such a clear hierarchy that Disciplines stop being a way to customise your character and just become a no-brainer progression depending on how much you're willing to spend/where your Slann is going to sit.

However, the fact that the Slann can get at miscast-mitigating doodads means that the ban on TG + Life is probably superfluous - I wouldn't even want to run TG + Life under this comp, I would run TG + Light + Cupped Hands. Or TG + Light + Soul of Stone if I wanted to get Focused Rumination in there. TG + Light + Earthing Rod if I was being really budget.

Letting Slann get at miscast mitigation makes things more fun if you are running TG, because it gives you a much freer choice of lores, but Cupped Hands can never be anything but completely broken in this edition. If nothing else, I'd say you should ban the Hands.

Of course, I'm no tournament veteran, so you probably know more than I do.

Not on its own but in runic combos yes. Its to try and stop points denial un-killiable dwarf lords, immunity to killing blow and having re-rolls, only wounding on a 3/4 etc.

I'm still not a fan of the rune of preservation thing for Dwarfs. A dwarf lord still goes 1+ re-rollable, never being hit by higher than strength 5 with a 4+ ward and having a Great Weapon. What you're really hurting is all the other Dwarf characters.

If you want to do something to the dwarf lord build of doom how about saying Resistance cannot be on the same character as Spite or Steel?
Sometimes when I reflect back on all the beer I drink I feel ashamed. Then I look into the glass and think about the workers in the brewery and all of their hopes and dreams. If I didn't drink this beer, they might be out of work and their dreams would be shattered. Then I say to myself, "It is better that I drink this beer and let their dreams come true than be selfish and worry about my liver."

Some good suggestions there, will look over Lizards and Dwarfs again.

Cheers chaps.
