Ok so you said you cant decide if that goblin hero is nails or not?
You have him out with squigs and that savage boyz card.
You use resources on the Savage boyz to damage your squigs (they're the ones who get better when damaged?) making them double hard and your gobo hero double hard.
He's nails.

Good and Bad... he has the potential to mess up though as I assume that damage is assigned before everything else?...
I.e you defend with 3 Squigs and suddenly he's dead.
Can also see undead having a field day with him.... Wight king kills him off... raise him from the dead... etc etc
He'd be amazing alongside lizardmen, activating their savage and suchlike
Well thats just broken....
Because if im looking at it correctly you could use the savage rule twice in the same battlefield phase.
Fire mage dude does a point of damage... you do a point of damage with savage. You then defend... get assigned damage.. do a point with savage.
Also... isnt the savage rule the best way to deal with the indirect damage dragons?.... you assign some on your savage units and do damage back to the dragon.

Not sure I understand your case their mate, the first damage would be from his power before any others, so any 1 hit point units that weer defending would be dead before they could allocate any CC damage...
